Todd Kohr
Todd Kohr is a policy analyst in the Office of the Assistant Secretary for Transportation Policy at the United States Department of Transportation (USDOT). In this capacity, he advises the Assistant Secretary on trends in innovative Federal and State-level transportation operations and finance. Over the past year Kohr has managed the development of the Administration’s comprehensive surface transportation reform proposal, “Refocus, Reform, Renew: A New Transportation Approach for America,” which provides a framework for fundamentally transforming U.S. Federal surface transportation policy. Prior to this, he coordinated the implementation of USDOT’s National Strategy to Reduce Congestion on America’s Transportation Network and Urban Partnership Agreement (UPA) Program. Kohr received his undergraduate degree in public policy and economics from Duke University and a Master’s in City Planning from the Massachusetts Institute of Technology.
